THE PROBLEM
Governments’ highest value assets and most vital defense, intelligence, homeland security, and economic services, as well as critical commercial satellites, operate in Geosynchronous (GEO) Orbit.
Yet, GEO satellites are unguarded, unprotected, and only sporadically monitored, leaving U.S. and allied national and economic security at escalating risk. Moreover, commercial owners and operators, along with their financial backers and insurers usually have less information than governments. Telemetry data provides health and status information but often has limited value diagnosing the root cause of satellite anomalies. If the anomaly disrupts satellite communication with the ground, telemetry will not be available and operators must depend on ground-based sensors that produce far less data.
When anomalies occur, satellite operators ask: What happened? Was it a collision, debris, or an attack? How severe is the damage and can be repaired? Who is responsible?
